Identifying and measuring the periodic signal emitted by a pulsar is complicated by the Doppler motion of the Earth and by the frequency dispersion in the pulse arrival times.
Averaging over many pulses gives clear pulse and interpulse profiles. However, individual pulses are very variable and variations in the flux can be observed on timescales as short as 100 microseconds.
