For the long-wavelength side of the radio peak, we use the Rayleigh-Jeans apporximation for a blackbody (top equation). Then assuming a radius for the neutron star of 10km and a linear distance to the source of about 1kpc, the intensity at the surface of the neutron star (ie if it were a blackbody source) would be that given by equation (1).
