Notes:
This temperature is acceptable as it is much smaller than the temperature of about a million degrees Kelvin which is that expected for a neutron star.
Thus X-ray emission can be attributed to an incoherent mechanism in a neutron star. (Note that optical emission can also be due to an incoherent mechanism).
Thus different mechanisms are at work in different wavelengths - coherent in the radio but incoherent in the optical and X-rays.
